- The Fostering Network states Foster Carers need better financial recognition
- Since 1997 the total number of children in Wales looked after by foster carers and in residential care increased by 50%.
- There is a shortage of nearly 750 Foster Carers in Wales alone. In March 2009, there were 4705 looked after children and young people in Wales and 77% of these lived with Foster Carers.

Main statement of purpose
The National Minimum Standards for Fostering Services and the Fostering Services (Wales) Regulations 2003 require all fostering agencies to have a clear Statement of Purpose detailing the aims and objectives of the fostering service, and how the agency intends to ensure those aims and objectives will be met.
This document is the Statement of Purpose for Independent Foster Care Services (IFCS) which attempts to detail the aims and objectives of IFCS, how we propose to meet these, and how these will be resourced. You can download a pdf version of this document by using the following link:
